While it is true that housing associations are neither subject to elections or accountable to shareholders, they are regulated by the Homes and Communities Agency (HCA). The body says it will be making more in-depth assessments of organisations in the near future.
Housing associations are also not above the law. The Health and Safety Executive and the Housing Ombudsman have the ability to fine social landlords that transgress the law. Tenants panels were also set up by the coalition in 2012 to help scrutinise their landlords, however it is unclear about exactly how many residents have taken this up.
